Land titles vs local land rights. Legal inequalities, power asymetry and mosaic urbanisation (periphery of Dakar)

Résumé

In periurban Dakar, urbanisation expands through a conflictual concurrence between two main dynamics: an urbanisation from below, steeming from land sales, subdivisions and housing schemes negotiated with the communes, and an urbanisation from the top, through land titling by the State for its own projects or for allocating to investors. The result is a mosaic urbanisation, where being able to build is the main way of securing property over land.
